Why Action is Necessary
Motion A. In accordance with the Broward County Procurement Code, Section 21.25, Sole Source Procurement, Board approval is required for awards exceeding Director of Purchasing’s authority.
Motion B. In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICESWATER MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This project supports the Board’s Value of “Encouraging investments in renewable energy, sustainable practices and environmental protection.” The project will proactively identify resilient planning, design, and construction opportunities that promote climate adaptation and coordination with other entities, such as South Florida Water Management District (SFWMD), to foster resilient design as part of local and regional projects. The project will identify ways to more effectively drain water for flood protection as well as store water for use during water shortages. Project findings will be presented to help educate other local drainage providers on recommended projects/actions that combat the predicted impacts of severe weather, sea level rise, and climate change on the canal networks in Broward County.
The Water Management Division maintains over 90 miles of canals and 50 plus structures that are used for water storage during the dry season and flood protection during the wet season. Broward County’s Resilient Environment Department has cautioned that climate change may bring an increased occurrence of extreme events such as frequent and prolonged droughts during the dry season and heavier than normal rainfall events during the wet season.
The purpose of the contract is to provide consulting services for the Broward County Water Control Districts Future Needs Assessment Modeling project. Hydrologic modeling is necessary to simulate these potential future conditions so that risk mitigation can be incrementally put in place to maintain adequate levels of service to the community. The consultant will run computer simulations of canal system flow to ensure a continued high level of services for both water conveyance and storage under changing climate conditions.
In response to a most reasonable source request from the Water Management Division (WMD), the Purchasing Division issued a Request for Information (RFI) to ascertain whether there are other vendors that can provide consulting services for model simulation of four County water control districts secondary canal systems; three responses were received. After careful review of all RFI responses, none of the firms met the criteria for a reasonable source and would not be able to provide the level of service that the recommended consultant, Taylor Engineering, Inc., can provide (Exhibit 1).
The Director of Purchasing recommends approval of this most reasonable source designation to Taylor Engineering, Inc. to ensure the success of the Broward County Water Control Districts Future Needs Assessment Modeling project. As a subcontractor on a previous Broward County contract, R2114376P1, Consulting Services for 100-Year Flood Elevation Map and Associated Modeling, Taylor Engineering, Inc. has substantial knowledge in the Broward County MIKE SHE model, which is the application used to update the Broward County 100-year Flood Elevation Map with incorporation of future climatic conditions, including sea level rise. Additionally, Taylor Engineering, Inc. is the primary contractor for the SFWMD Flood Protection Level of Service (FPLOS) study of Regional Canals in Broward County. The use of Taylor Engineering, Inc. on both the Broward County Water Control Districts Future Needs Assessment Modeling project and the SFWMD FPLOS project allows for streamlining and integration of both studies between local and regional flood managers.
