Pursuant to Section 332.0075, Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service airport over $325,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development has designated Small Business Enterprise Reserve for this procurement (Exhibit 2).
The purpose of the contract is to provide uniforms for the Broward County Aviation Department.
The Aviation Department reviewed the bid submitted by Sharp Marketing LLC and concurs with the recommendation for award (Exhibit 3). One evaluation was completed for Sharp Marketing LLC; they have an overall rating of 4.05 out of a possible 5.0. Copies of the vendor performance evaluation is available upon request.
The Purchasing Division researched the prices submitted by the recommended bidder, Sharp Marketing LLC, and determined that the prices submitted are fair and reasonable when factoring in the current supply chain shortages and increases in Producer Price Index (PPI) Industry group data for Textile and fabric finishing mills, not seasonally adjusted (Exhibit 4). PPI Industry Series PCU3133.
The bid posted on May 20, 2022 and opened on June 29, 2022; three bids were received with zero declinations (Exhibit 1).
The Recommendation for Award was posted on the Purchasing Division website from October 5 - 11, 2022 at which time any aggrieved vendor could have protested the result. There was no protest or appeal filed regarding this procurement.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The initial contract period shall begin on date of award.
