Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a County Business Enterprise goal of 14% for this contract (Exhibit 2).

 

The purpose of this solicitation is to engage the services of two professional architectural firms to provide comprehensive consulting services on a continuing term basis for planning or study activities for the Construction Management Division. Each prime consultant may be tasked to provide comprehensive research, study, analysis, and related administrative services on a project-specific basis, including architectural, engineering, landscape architectural, interior design or specialty support, as required, to complete an assigned report or study activity.  Work authorizations will be issued for individual projects over the five-year term. 

 

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with multiple criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for the ranking of firms based on required specialized technical expertise. Due to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).

 

The RFP has been reviewed with the County Auditor’s Office and all matters were addressed.
