Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Value of “Cooperatively delivering an efficient and accessible regional intermodal transportation network” and its corresponding Goals to “Seek local, state, federal funding and public support for transportation projects that connect to existing transportation corridors, balancing ridership with community redevelopment demands”, “Provide a safe, sustainable, integrated and efficient transportation system to enhance Broward County’s economy and livability”, and “Support the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers and businesses”.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 30% for this project. The OESBD determined that this project is not subject to the Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to seek a qualified professional consulting firm with transit planning expertise to develop a 10-Year Transit Development Plan (TDP) (Exhibit 1). The Scope defines the tasks that will be completed by the Consultant. This work will update the existing Broward County Transportation Department Fiscal Years 2019 - 2028 TDP and in doing so will complete all requirements for a new TDP for Fiscal Years 2024 - 2033. These tasks will result in the periodic submission of technical memoranda as work progresses. All tasks culminate in the submission of a draft TDP, and feedback provided will be incorporated into the Final TDP. The duration of services will be approximately 12 months.
The County Auditor’s Office has reviewed the RFP and all matters were addressed.
