Approves the Broward County (2023-2032) Transit Development Plan (TDP) Annual Update, which upon final approval by the Florida Department of Transportation (FDOT), continues the Broward County Transportation Department’s (BCT) participation in state public transit block grant funding for operating and maintenance expenses, for an estimated $11,274,821 in state funding to be awarded for State Fiscal Year 2024 (July 1, 2023-June 30, 2024).

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL

 

This item supports the Board’s Vision and Goals for an "Efficient and Accessible Regional Intermodal Transportation Network".

 

In 1990, the Florida Legislature enacted Section 341.052, F.S., which established a State Public Transit Block Grant Program to be administered by the Florida Department of Transportation (FDOT). The program provides Broward County funding assistance on an annual basis for fixed-route bus service operating costs. Each transit agency in Florida that receives Block Grant funding is required by FDOT to prepare a Transit Development Plan (TDP) Major Update every five years. The TDP is a short-range (ten-year horizon) transit plan that addresses operational and capital improvements for Broward County Transit (BCT) system and is updated annually. This requirement is intended to ensure that the provision of public transportation services is consistent with the travel needs and mobility goals of the local communities that are served by the transit system.

 

The last TDP Major Update adopted by the Board (2019-28 TDP) was approved at its December 11, 2018 meeting (Item No. 20). The 2019-2028 TDP was considered a major ten-year TDP, per the TDP Rule, Florida Administrative Code Section 14-73.001. Per the same statute, BCT is required to provide an annual update in the years between each major ten-year TDP effort. The 2023-2032 TDP Annual Update (see Exhibit 2) is the fourth of four annual updates to occur after the last TDP Major Update.

 

With the passage of the Transportation Surtax in late 2018 and the initiation of the Mobility Advancement Program (MAP), funding became available for BCT to implement all aspects of the previously unfunded Status Quo and Vision Plan needs identified in the 2019-2028 TDP. The 2023-2032 TDP Annual update (Exhibit 2) highlights the accomplishments for BCT during state Fiscal Year 2022 and implementation plans for state Fiscal Year 2023, including all BCT programs adopted in the voter-approved transportation surtax plan.

 

Upon official approval by the Board and FDOT, BCT is programmed to receive an estimated $11,274,821 in annual state public transit block grant funds in FDOT Fiscal Year 2024, which are allocated by FDOT specifically for assistance with BCT’s operating and maintenance costs. These funds require a 50/50 match (met by the funding which the County provides for operating fixed-route bus service) and are available to offset operating expenses incurred by the County in providing fixed-route bus service.
