A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.
C. Section 20.8(b), Broward County Administrative Code, requires Commission approval to increase the grant personnel cap.
What Action Accomplishes
Approval of Motions A and B enables Broward County to accept additional funding to provide for the continued delivery of sexual assault recovery services at the NJCC.
Approval of Motion C provides for an additional staff member to expand services to sexual assault survivors in Broward County.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding from the Florida Council Against Sexual Violence (“FCASV”) will support the provision of sexual assault recovery services at NJCC.
FCASV issued the Ninth Amendment to Contract No. 16TFGR27 on September 14, 2022 (the “Contract”). The effective date is retroactive due to the delayed issuance of the Contract (Exhibit 1) by FCASV.
The Contract provides for an additional General Revenue (“GR+”) award in the amount of $110,184. GR+ funding is limited to expenditures related to salaries and fringe benefits for staff that provide sexual assault recovery services. NJCC will use GR+ funding to pay existing grant staff who provide these services and hire an additional staff member to expand therapeutic services to sexual assault survivors. The Contract also reduces the existing award amount for the Rape Crisis Trust Fund grant by $1,105, from $72,917 to $71,812. This reduction is due to a decrease in FCASV’s Rape Crisis Trust Fund award from the Department of Health. The net increase of this Contract is therefore $109,079.
The Contract is in FCASV’s format and has been approved as to form by the Office of the County Attorney. FCASV will sign following Commission approval.

Fiscal Impact/Cost Summary
One hundred percent (100%) of the cost of the behavioral health clinician position will be paid from the GR+ grant. The position will be terminated if future funding is discontinued.
The Contract also reduces the Rape Crisis Trust Fund grant by $1,105 for a new total of $71,812. The decreased funding will have no impact on service delivery as GR+ funding will offset the reduced allocation.
