Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board of County Commissioners’ value of “cooperatively delivering an efficient and accessible regional intermodal transportation network” with the goal of supporting “the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses.

 

This item approves an Agreement between Broward County (County) and the City of Pembroke Pines (City), where the County will construct the Flamingo Greenway (Greenway), a two-and-a-half-mile multi-purpose path on County-owned property along the west side of Flamingo Road from Pembroke Road to Sheridan Street in the City of Pembroke Pines (Exhibit 1). This project is part of the greenway priority corridors approved in the Greenways System Master Plan adopted by the County in 2002. This Greenway will be a shared-use path separated from motor vehicle traffic that will provide a low-stress environment for walking, bicycling, jogging, inline-skating, and dog walking. It will improve the community by providing alternative means of transportation, encouraging physical fitness and outdoor recreation, and preserving and creating cultural/historical value. This eight-foot to 12-foot-wide multi-purpose path will include splitter islands, landscaping, signage, and amenities approximately every 0.5 miles including trash receptacles, bike racks and covered benches. One segment from Pines Boulevard to Taft Street, which coincides with the limits of C.B. Smith Park, will utilize existing sidewalk due to spatial constraints.

 

Under this Agreement, the County will be responsible for project design and construction while the City will be responsible for maintenance upon completion and transfer of the improvements to the Greenway from County to the City. The Agreement also stipulates that if the City elects to terminate the contract within 25 years from the date the Greenway improvements have been transferred to the City, or if the County elects to terminate this agreement for cause within the 25-year term, the City shall reimburse the County for construction cost of the Greenway. The amount of the reimbursement would be prorated over a 25-year period which is the anticipated lifespan of the Greenway. Exhibit 2 is a location map of the Flamingo Greenway project.

 

On February 23, 2021 (Item No. 3), the Board of County Commissioners approved the Grant Agreement T1935 between Broward County and the Florida Department of Environmental Protection which provided for the County to receive a Florida Recreational Trails Program grant for $400,000 to aid in the construction of the initial one-mile segment of the Flamingo Road Greenway between Pembroke Road and Pines Boulevard, connecting to C.B. Smith Park. The Grant Agreement included a County grant match funds provision of $400,000, which was already budgeted for this capital project.

 

This Agreement has been (1) executed by the City of Pembroke Pines and (2) reviewed and approved as to form by the Office of the County Attorney.
