The EMS County Grant Application requires adoption of a Resolution certifying the use of the funds, and agreements with external agencies require Board approval.

Summary Explanation/Background

THE OFFICE OF THE MEDICAL EXAMINER AND TRAUMA SERVICES RECOMMENDS APPROVAL OF THIS MOTION.

 

Broward County historically submits a grant application to the Department of Health, Bureau of Emergency Medical Services (“DOH”) for County Grant Funds, and allocates the funding after considering the recommendations of the Broward County Regional Emergency Medical Services (“EMS”) Council’s Grant Committee (“Grant Committee”).

 

Following notice of Broward County’s award from DOH (Exhibit 1) and prior to submission of the Fiscal Year 2023 EMS County Grant Application (“Grant Application”), the Grant Committee conducted a competitive application process for funding under the Fiscal Year 2023 EMS County Grant program. The sum of $87,160 is available. The Grant Committee reviewed three proposed EMS County Grant projects. The Grant Committee is recommending partially funding all three projects (Exhibits 4, 5, 6). Each agency requesting funding agreed to the recommended award amounts.

 

Fire Chiefs’ Association of Broward County-

26th Annual First There First Care Emergency Medical Services (EMS) Conference

Funding Requested - $65,000

Funding Recommended - $59,500

 

The Fire Chiefs’ Association’s 26th Annual First There First Care EMS Conference provides innovative EMS education to more than 500 EMS and nursing professionals working in prehospital and Emergency Department settings. It allows the opportunity for networking, trend and treatment tracking, technology advancements, and provides EMS and Nursing professionals continuing education credits to ensure that Broward County residents and visitors are receiving the best care possible.

 

City of Hollywood-

Continuing Education for Prehospital Provider

Funding Requested - $36,951

Funding Recommended - $26,863

 

The City of Hollywood-Fire Rescue’s Continuing Education for Prehospital Providers project offers instruction on prehospital interventions (PHI), including but not limited to, intubation, tourniquet use, cricothyrotomy and Advanced Cardiac Life Support (ACLS) to all Broward County prehospital providers. The training equipment purchased for this project and the training sessions provided through this project will have a countywide benefit to all Broward County EMS agencies and organizations that would like to participate.

 

City of Hollywood-

Pediatric Transport Harness

Funding Requested - $7,970

Funding Recommended - $797

 

The City of Hollywood-Fire Rescue’s Pediatric Transport Harness project will provide Hollywood Fire Rescue pediatric transport harnesses that accommodate pediatric patients outside of the weight range for which the units are currently equipped (between 10 lbs. to 40 lbs.). This will broaden that range to provide safer transport for pediatric patients. Hollywood Fire Rescue will provide data on usage as a pilot program for the potential to roll this project out countywide in the future.

 

Each applicant was notified of, and agreed to, the requirement to fund any project costs exceeding the amount recommended by the EMS Council. The County retains no responsibility for funding future phases of projects recommended for funding in this cycle.

 

The EMS Council, in accordance with its objectives under Section 15-73, Broward County Code of Ordinances, met on October 20, 2022, and approved the Grant Committee’s project funding recommendations (Exhibit 2, Attachment C).

 

The Grant Application submitted to the DOH (Exhibit 2, Attachment A), Bureau of Emergency Medical Services, for the EMS County grant, requires a Resolution of the Board certifying that EMS County Grant funds received shall be used to improve and expand prehospital emergency medical services in Broward County and that the funds will not be used to supplant existing County EMS budget allocations. The proposed Resolution (Exhibit 2) and the proposed distribution of grant funds (Exhibit 2, Attachment A) meet those requirements.

 

Upon approval of the Grant Application by the State and the County’s receipt of the grant award, staff will initiate agreements with the grant applicant organizations and participating agencies for those Projects listed on Exhibit 2, Attachment B.

 

The County Administrator will execute the grant application, and any necessary agreements and amendments with the project applicants and participating agencies, subject to review for legal sufficiency by the Office of the County Attorney.
