MOTION TO ADOPT budget Resolution within the Broward Addiction Recovery Division’s Substance Abuse Service Grant Fund to appropriate revenue in the amount of $238,736 for Fiscal Year 2022-2023 to fund salaries and fringe benefits for the support of four certified peer recovery specialist and certified recovery support specialist positions at the Human Services Department Broward Addiction Recovery Division.

B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

Approval of Motions A and B enables Broward County to accept additional funding to continue providing community-based substance use disorder treatment services through its Broward Addiction Recovery Division (“BARD”) and to meet the need for increased services resulting from the opioid crisis.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal to “deliver accessible human services that holistically address the whole person collaboratively and compassionately.” Funding will allow BARD to provide peer mentoring services to Broward County residents who have experienced a non-fatal overdose.

 

In 2017, the Centers for Disease Control and Prevention declared the national opioid crisis to be an epidemic and former Florida Governor, Rick Scott officially declared the opioid epidemic to be a public health emergency in the state. In 2018, the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (“SAMHSA”) awarded $500,000 to The Sheriff of Broward County (“BSO”) through a first responders opioid grant to address the epidemic. The Agreement with BSO and Broward County provides funding to support four certified peer recovery specialist (“CPRS”) and certified recovery support specialist (“CRSS”) positions to be deployed at Broward Health facilities within Broward County to support patients being discharged after non-fatal opioid overdoses.

 

The following are the required performance measures in Fiscal Year 2022-2023:

1. Engage 85% of overdose patients referred by the hospital emergency department

2. Provide education on overdose prevention to 90% of patients who are engaged by a CPRS and CRSS

3. Follow-up with 70% of patients who refused services through welfare checks within 30 days of initial contact

4. Provide additional resources to patients and family members to build support networks 5. Reduce repeated overdoses to the hospital emergency department

6. No more than 25% of patients who were initially engaged by BARD peers will have repeat overdoses.

 

Retroactive approval of this item is requested due to the delay in BSO’s SAMHSA Award Agreement approval, which delayed BSO’s Subaward Agreement to Broward County.

 

The Subaward Agreement (Exhibit 2) is in BSO's format and will be reviewed as to form by the Office of the County Attorney.

Fiscal Impact/Cost Summary

Funding in the amount of $238,736 is available within the Broward Addiction Recovery Division’s Substance Abuse Service Grant Fund (93024). No cash match is required. The four CPRS and CRSS positions are one hundred percent funded through the grant and will be discontinued if future funding is no longer available.
