Why Action is Necessary
In accordance with the FDOT Public Transportation Grant Agreements, Section 6 and 7, time extensions must be requested by the agency and granted by FDOT, and the agreements may be amended or extended upon mutual agreement of both parties.
What Action Accomplishes
Motion A. Extends the FDOT capital grant funding agreement Contract No. G1Q94 in the amount of $1,748,392 for 15 months, consistent with FDOT policies and procedures, to provide sufficient time for the purchase of capital equipment for 95 Express bus service including a Motor Coach Industries, Inc. (MCI) 45-foot over the road electric commuter bus that was ordered and scheduled for delivery in the Spring of 2023.
Motion B. Extends the FDOT capital grant funding agreement Contract No. G1H10 in the amount of $1,102,018 for 15 months, consistent with FDOT policies and procedures, to provide sufficient time for the purchase of capital equipment for Park and Ride facility improvements associated with the 95 Express bus service.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
As background, on December 19, 2019, Item 71, the Board approved a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) District 4, to provide capital funding in the amount of $1,748,392, for 95 Express Bus Service capital improvements (which might include buses, park & ride lot enhancements, signage, and shelter and bus stop upgrades) and to include FDOT as the lienholder for capital purchases associated with operating the service. On September 22, 2020, Item 7, the Board approved a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) to provide an additional $1,102,018 for capital improvements for the 95 Express Bus service. The term of the PTGAs were from date of execution by FDOT through December 31, 2022.
Approval of the FDOT Requests for Extension of Public Transportation Grant Agreement forms will allow additional time for the delivery of an MCI bus (delivery expected in Spring 2023) and other capital equipment purchases for park and ride facilities associated with these FDOT PTGAs. Both agreements expirations dates will be extended from December 31, 2022, to March 31, 2024.
