Summary Explanation/Background

This item supports the Board Value, "Building partnerships and working collaboratively with others to meet shared objectives," and Board Goals: "Cultivating community, culture, arts, recreation, and life-long learning"; and "Ensuring economic opportunities and sustainable economy, with an emphasis on Broward's lower and middle class."

 

On November 4, 2021, the Board established the Office of Film, headed by a Film Commissioner, and approved a film incentive program. As the Board subsequently directed, the Office of the County Attorney worked closely with the new Film Commissioner to draft the proposed Ordinance regarding film permits that meets the Board's objectives of enhancing coordination between the County and various municipalities in Broward County to create a more streamlined process for the issuance of film permits.

 

The proposed Ordinance includes several key elements. First, it includes as "Participating Municipalities" those Broward County municipalities that have executed an interlocal agreement with the County for the provision of permitting services. Second, it authorizes the Film Commissioner to administer these interlocal agreements such that the County, through the Film Commissioner, will issue production permits on behalf of Participating Municipalities. Finally, the proposed Ordinance updates permitting requirements, specifies when a permit is not required, and provides for appeal and enforcement mechanisms.
