Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.
Andrews Avenue is a County Road located in the City of Wilton Manors. Broward County and the City of Wilton Manors desire to perform intersection improvements to upgrade the existing span wire traffic signal system by installing mast arms and pedestrian crosswalks at the intersection of Andrews Avenue and NE 26th Street. To undertake and complete the intersection improvements, the City's water main needs to be relocated.
This item seeks Board approval of an Agreement between Broward County (“County”) and the City of Wilton Manors (“City”) for relocation of the City’s water main at the intersection of Andrews Avenue and NE 26th Street (Exhibit 1). Under the Agreement, the County shall incorporate into the overall intersection improvement project the design and construction required to relocate the City’s existing water main and associated water services along the west side of Andrews Avenue, as well as provide the construction engineering and inspection services during its construction. The City shall waive City permit and inspection fees for the entire intersection improvement project and shall act as applicant and sign permit applications required by non-City government agencies for the relocation work. Moreover, the City shall reimburse the County for all construction related costs for the relocation work, at an estimated amount not-to-exceed $53,780. Furthermore, the City shall take ownership and be responsible for the continued maintenance of the relocated facilities upon project completion. The Agreement may be terminated for cause by the County or City and for convenience by the Board. The Agreement may also be terminated by the County Administrator if it is deemed necessary to protect the public health or safety.
The Agreement has been reviewed and approved as to form by the Office of the County Attorney.
