A. MOTION TO RATIFY action taken by the County Administrator on January 20, 2023, on behalf of Broward County and through delegation granted by the Board of County Commissioners on December 13, 2022, to approve and execute an agreement between Broward County and General Asphalt Co., LLC for Annual Civil Repairs and Maintenance at Broward County Fort Lauderdale-Hollywood International Airport (FLL), Bid No. PNC2124877C1 for the Broward County Aviation Department, in the initial one-year estimated amount of $11,924,825, effective January 20, 2023, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a potential three-year estimated amount of $35,774,475 (Exhibit 1).

B. MOTION TO RATIFY action taken by the County Administrator on January 20, 2023, on behalf of Broward County and through delegation granted by the Board of County Commissioners on December 13, 2022, to approve the award of open-end contract to low, responsive, responsible bidder, Imperial Electrical, Inc., for Boom Truck Rental with Operator (Licensed Electrician), Bid No. TRN2125488B1 for the Broward County Aviation Department, in the initial one-year estimated amount of $195,000, effective February 21, 2023, and authorize the Director of Purchasing to renew the contract for four one-year periods, for a potential five-year estimated amount of $975,000.

Why Action is Necessary
Motions A and B:
In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service airport in excess of the threshold amount provided in § 287.017 for CATEGORY FIVE [i.e., $325,000] as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.
What Action Accomplishes
Motion A: Ratifies the contract for the provision of all labor, materials and equipment to complete airfield and landside civil/electrical work for Broward County’s FLL.
Motion B: Ratifies the contract for the rental of a 90-foot boom truck with Operator (Licensed Electrician) to remove, replace, and repair existing lighting system heads, lamps, ballasts, and electrical panels in accordance with all applicable federal, state regulations and specifications at the Broward County FLL and Port Everglades (Port).

THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The County Administrator approved these agreements/contracts based on Board action of December 13, 2022 (Agenda Item No. 25) that authorized the County Administrator to approve and/or execute agreements, contract amendments, work authorizations, advertisements of competitive solicitations, and other documents during the Broward County Board of County Commissioner’s 2022/2023 Winter Recess (between December 14, 2022 and January 24, 2023), listed on Exhibit 1 of Agenda Item No. 25.
There were no protests or appeals filed regarding these procurements.
