Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Value of “Building partnerships and working collaboratively with others to meet shared objectives” and Goal “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.

 

Hortt Park (OS-18) is a 5.9 acre site located in a residential neighborhood (Shady Banks) south of Davie Boulevard, on the south side of SW 14th Court, just east of SW 18th Avenue, owned and operated by the City of Fort Lauderdale (“City”). The Park primarily consists of parking spaces, a children’s playground, a softball field, fitness trails, a tennis court, a basketball court, and a community center. The Park was acquired and improved with funds from the 2000 Safe Parks and Land Preservation Bond (“Park Bond”) Program.

 

Consistent with conditions of the Park Bond Program, all bond-acquired sites owned and managed by municipalities are subject to the conditions of Board-approved Interlocal Agreements. Pursuant to Section 4.3 of the agreement between the County and the City, the City is required to submit amendments to the Final Management Plan to the Land Preservation and Acquisition Advisory Board (LPAAB) for approval. Section 4.12 provides that if the LPAAB is no longer in existence, amendments to the Final Management Plan shall be submitted to the Board of County Commissioners for approval. The LPAAB was sunset by the Board of County Commissioners at the June 23, 2009, Public Hearing Meeting (Item No. 11).

 

This site is managed as a protected land, only for the conservation, protection, and enhancement of natural resources and for outdoor recreation. The proposed amendment to the Final Management Plan (Exhibit 1), reflects a replacement of a playground at the site, including the replacement cost funded by an award to the City from a Florida Recreation Development Assistance Program grant.  The following appendices have also been added: proposed playground rendering, the As Built plan, an aerial view of the park site, and an updated priority schedule.  Exhibit 2, outlines these amendments.  Approval of this amendment to the original Final Management Plan will update the plan to reflect these improvements.

 

The County will continue to monitor the project site through the Land Stewardship Program for compliance with the provisions of the Final Management Plan, as amended.

 

Natural Resources Division staff find the amendments to the Final Management Plan are in compliance with the conditions of the Interlocal Agreement and consistent with the previously approved plan. The County Attorney’s Office has reviewed and approved the Interlocal Agreement and Amended Final Management Plan as to legal sufficiency.
