Why Action is Necessary

A:  Board approval is required to increase a capital project budget more than 5%.

 

B:  Board of County Commissioners approval is required to increase the change order allowance above 10% of the original contract amount, in accordance with Broward County Procurement Code, Section 21.56.

 

What Action Accomplishes

A:  Provides additional one-time funds of $250,000 to fund an increase to Central Homeless Assistance Center Plumbing Renovation.

 

B:  Increases change order allowance from 20% to 67.3% of the original construction contract amount.

Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL.

 

The Central Homeless Assistance Center Plumbing Renovation is a three-phased, restroom renovation project, including new finishes, plumbing piping and fixtures for select first-floor restrooms and all second-floor restrooms at the existing Central Homeless Assistance Center facility, located at 290 NW 7th Ave, Fort Lauderdale, FL 33311.

 

On November 24, 2021, the Director of Purchasing executed Bid/Contract No. PNC2122969C1 with Home Express Corp. d/b/a HE Builders for the Central Homeless Assistance Center Plumbing Renovation project in the total amount of $1,061,000.

 

On April 5, 2022, the Director of Purchasing executed the First Amendment to Bid/Contract No. PNC2122969C1 with Home Express Corp. d/b/a HE Builders to increase the Contract Price from $1,061,000 to $1,262,590 for the Central Homeless Assistance Center Plumbing Renovation project.

 

On January 17, 2023, the County Administrator approved a 15% change order allowance increase, from $63,130 or 5%, to $252,518 or 20% of the original contact amount of $1,262,590, to pay for repairs to existing building areas resulting from extensive water damage to wall structures and finishes encountered during Phase I demolition.

 

Motion A allows for the project budget to be increased to pay for change orders for unforeseen changes in the work, remediation expenses, consulting fees, and other potential costs resulting from anticipated deficiencies (Exhibit 1).

 

Motion B allows a change order increase up to $850,000 to expeditiously address anticipated construction change order costs due to similar, unforeseen conditions as found in Phase 1. Due to the volatile construction market, prices for labor and material are difficult to predict, making the ultimate financial impacts of this additional work uncertain. The increased change order allowance will allow for swift negotiation and action to minimize time impacts to the project schedule and consequently the project budget.
