Summary Explanation/Background

Delegation requests provide an opportunity for members of the public to address the Board of County Commissioners during meetings of the Board. The Board’s current rules provide that delegation requests must be within the “jurisdiction” of the Board, and that delegation requests must be scheduled on the first available agenda.

To ensure that members of the public are properly informed that delegation requests are limited to areas in which the Board has the actual authority to act, the proposed Resolution clarifies that delegation requests must be within the “substantive jurisdiction” of the Board. The proposed Resolution also provides that repeat delegation requests on the same topic should be scheduled to appear no more than once a quarter.
