Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL.

 

This item supports the Board’s goal of “Resilient Community” by “ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

 

In 2022, the City of Deerfield Beach (“City”) approached Broward County Water and Wastewater Services (“WWS”) staff regarding the availability of reclaimed water to accommodate a planned expansion of SW 10th Street. Providing reclaimed water to the City through this agreement (“Agreement”) promotes sustainable practices and diversifies water supplies regionally.

 

If approved, the Agreement will enable WWS to provide an initial amount of 1 million gallons per day (“MGD”) of reclaimed water to the City. WWS may be able to provide additional reclaimed water depending on the future demand in connection with the County’s Agreement with Palm Beach County. In addition, WWS will make a point of connection available at the SW corner of Powerline Road and SW 10th Street. The City, collaborating with FDOT, will extend the relevant infrastructure along SW 10th Street during the City’s SW 10th Street connector road improvement project.

 

Currently, there is no wholesale reclaimed water rate established in the Broward County Administrative Code. This Agreement establishes an initial rate of $0.175 per thousand gallons and a customer charge of $5.02. Future rate changes will be made during the normal rate setting process held during the County's Annual Budget Hearings.

 

The Agreement also delegates to the contract administrator the authority to execute contract amendments for the sole purpose of modifying the service area within which the City may use the reclaimed water. However, the contract administrator is not authorized to execute any such amendment that imposes additional financial obligations on Broward County.
