Summary Explanation/Background

The proposed Ordinance amends several provisions of the Broward County Code of Ordinances ("Code") to reflect the reorganization of the County's Office of Intergovernmental Affairs and Professional Standards Section and to clarify potential issues with Cone of Silence violations.

The Professional Standards Section of the Office of Intergovernmental Affairs and Professional Standards is now called the Professional Standards Section of the Human Resources Division. The proposed amendments reflect this change.

The recent reorganization also reassigned certain responsibilities from the Office of Intergovernmental Affairs and Professional Standards to the Intergovernmental Affairs/Boards Section. Further, the Human Rights Section of the Office of Intergovernmental Affairs and Professional Standards is now under the County's Housing Options, Solutions, and Supports Division that reports to the Human Services Department. The proposed amendments reflect these changes.

The proposed Ordinance also amends Section 1-266, the Broward County Cone of Silence, to add employees of the Professional Standards Section who investigate alleged violations of the Cone of Silence to the list of County employees outside the Cone of Silence.

A proposed Resolution also set for public hearing on the February 7, 2023, County Commission agenda would amend the Broward County Administrative Code to implement the reorganization discussed above.
