A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE ORGANIZATION AND RESPONSIBILITIES OF THE HUMAN SERVICES DEPARTMENT, THE PUBLIC WORKS DEPARTMENT, AND THE PROFESSIONAL STANDARDS SECTION OF THE HUMAN RESOURCES DIVISION; AMENDING CHAPTERS 2, 4, 6, 13, 14, AND 21 AND REPEALING SECTIONS 4.42 THROUGH 4.45 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE"); PROVIDING FOR THE CREATION OF CERTAIN DIVISIONS AND VARIOUS ORGANIZATIONAL CHANGES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners at its meeting of January 24, 2023.

Summary Explanation/Background
The purpose of these amendments is to update Chapters 2, 4, 6, 13, 14, and 21 of the Broward County Administrative Code ("Administrative Code") to reflect the County's current organizational structure.
The proposed Resolution amends Chapters 2 and 4 of the Administrative Code to create the Crisis Intervention and Support Division and the Housing Options, Solutions, and Supports Division under the supervision of the Human Services Department. The responsibilities of the Homeless Initiative Partnerships Section and the Sexual Assault Treatment Section, previously under the supervision of the Community Partnership Division, are reallocated between the Crisis Intervention and Support Division and the Housing Options, Solutions, and Supports Division. The Housing Options, Solutions, and Supports Division will also assume the housing investigation and human rights responsibilities of the Professional Standards/Human Rights Section.
The proposed Resolution amends Chapters 2 and 6 to create the Real Property and Real Estate Development Division under the supervision of the Public Works Department.
The proposed Resolution amends Chapters 2 and 13 to reallocate the Professional Standards/Human Rights Section's responsibilities. The Professional Standards functions and responsibilities are reallocated to the Human Resources Division, and the Human Rights functions and responsibilities are reallocated to the Housing Options, Solutions, and Supports Division.
Chapters 14 and 21 of the Administrative Code are amended to reflect the new organizational structure regarding the Professional Standards Section and its Human Resources Division.
