Why Action is Necessary

Motion A. In accordance with the Broward County Procurement Code, Section 21.25, Sole Source Procurement, Board approval is required for awards exceeding Director of Purchasing’s authority.

 

Motion B. In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER ANDWASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The purpose of this contract is to provide Wallace & Tiernan brand equipment, parts, and repair services. Water and Wastewater Services currently utilizes this brand of equipment for the purpose of maintaining critical chemical feed systems/chlorinators, ammonia feeders, and evaporators for odor control.

 

On December 9, 2022, the Purchasing Division issued a Request for Information (RFI) to ascertain whether there were any other entities able to provide Wallace & Tiernan equipment, parts, and services. There were no responses to the RFI. Additionally, the manufacturer indicated that the exclusive municipal representative for all Wallace & Tiernan equipment, parts, and services for the state of Florida is Water Treatment & Controls Company. Based on this information, the Director of Purchasing recommends approval of this reasonable source designation (Exhibit 1).
