Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the County Commission’s Goal of Resilient Community, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
On December 7, 2021, the County Commission approved Locally Funded Agreements (LFAs) with the Florida Department of Transportation (FDOT), Agenda Item No. 24 A and B, for the development (design) of a full set of signed and sealed construction plans for the construction of two pumpstations - one at SR-A1A from Franklin Street to Desoto Street (FDOT FM number 448576.1) and the other at SR-A1A from Sherman Street to SR-822/Sheridan Street (FDOT FM number 448574.1).
Originally, the County budgeted $350,000 for the pumpstation project as part of the Fiscal Year 2022 budget based on the original cost estimates. Prior to start of the design phase, FDOT provided revised estimates which increased the total project cost to the County as $588,634. To offset the cost increases, Resilience Unit staff applied to the State’s Resilient Florida Grant Program, for project cost share. The project was awarded at full request of $294,317, a 50% cost share.
Once design of the two pumpstations is complete and final construction cost estimates are determined, the Resilience Unit staff will bring LFAs supporting the County’s share of constructions costs before the Commission.
The proposed Grant Agreement has been reviewed and approved as to form by the Office of the County Attorney. The Grant Agreement does not include the County's standard Agreement provisions, as FDEP requires the County to use its form Agreement.

Approval of this item allows the County to offset 50% of the design and construction cost for the FDOT pumpstation projects benefitting the County’s North Hollywood Beach Park by using grant funds awarded from the Resilient Florida Grant Program. County matching funds are included in the Streets & Highways Capital Outlay Fund.
