Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the County Commission’s Goal of Resilient Community, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

 

Earlier this year, Broward County served as the applicant of record on behalf of the Southeast Florida Regional Climate Change Compact (Compact) for a successful grant proposal funded by appropriations reserved for regional resilience entities under the State’s Resilient Florida program and administered by the Florida Department of Environmental Protection (FDEP).

 

The project, entitled “Advancing Vulnerability Assessments Among Under-Resourced Communities in Southeast Florida: A Multi-jurisdictional Approach,” will deliver a Vulnerability Assessment (VA) for three to four under-resourced municipalities, within the Compacts partner counties (Broward, Palm Beach, Miami Dade, Monroe), and will develop a methodology that integrates rainfall intensification to augment traditional bath-tub based flood risk analysis, using existing projections as a basis, which shall enhance the capacity of municipal governments to advance statutorily compliant VAs. The development of comprehensive, statutorily compliant VAs conducted through this project will help selected municipalities identify and prioritize resilience projects and will position them to compete for capital project funds needed to address the VA findings as part of subsequent funding opportunities.

 

FDEP has awarded Broward County $325,000 in funding for this project, from which Broward County will retain $22,815 for reimbursement of indirect costs incurred in managing the grant. The remaining $302,185 will be used to retain a consultant to perform the work and complete the deliverables. Selection of a consultant via the County’s Qualified Vendor List for Environmental and Professional Services is already underway.

 

The proposed Grant Agreement has been reviewed and approved as to form by the Office of the County Attorney. The Grant Agreement does not include the County's standard Agreement provisions, as FDEP requires the County to use its form Agreement.
