Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47 (a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT/BROWARD ADDITION AND RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) did not assign County Business Enterprise participation goals to this project (Exhibit 2).

 

This open-end contract provides for temporary healthcare personnel services for the Broward Addiction Recovery Division (BARD) and various other Broward County agencies that may have a need for these services.

 

The allowance incorporated in the contract, in the estimated annual amount of $5,000, is for mileage reimbursement. Expenditures under this allowance item must be approved by the Contract Administrator and will be reimbursed at the contractor’s actual incurred cost, without mark-up.

 

The solicitation specified a basis of award of multiple awards, which provided for awards to be made to a maximum of three responsive, responsible vendors for each solicited group: Group 1 - Medical Staff, Group 2 - Clinical Staff, and Group 3 - Healthcare Support. The primary contract will be awarded to the low responsive, responsible vendor; the second lowest responsive, responsible vendor will be designated as the secondary vendor; the third lowest responsive, responsible vendor will be designated as the tertiary vendor. Purchase orders issued under the Secondary Contract will be issued when the Primary Vendor is unable to perform or when the County determines that the Primary Vendor's maximum service capacity has been reached and additional service capacity is still needed by the County to meet the County's service timeframes. If the Secondary Vendor is determined to be unable to meet the County’s needs, purchase orders will be issued under the Tertiary Contract.

 

The BARD has reviewed the bids submitted by 4 Best Business Corp. dba 4BBCorp (primary vendor), Appddiction Studio Limited Liability Company (secondary vendor), TRG, Inc. (tertiary vendor), and BuzzClan, LLC (tertiary vendor) and concurs with the recommendations for awards (Exhibit 3). Three vendor performance evaluations have been completed for 4 Best Business Corp. dba 4BBCorp; the firm has an overall performance rating of 4.41 out of possible rating of 5. There are no vendor performance evaluations for Appddiction Studio Limited Liability Company, BuzzClan, LLC, and TRG, Inc.

 

The prices submitted by the recommended bidders, 4 Best Business Corp. dba 4BBCorp, Appddiction Studio Limited Liability Company, TRG, Inc., and BuzzClan, LLC, have been determined to be fair, reasonable by the BARD; and in comparison, to the U.S. Bureau of Labor Statistics (BLS) 50% (median) percentile wage rate statistics, the prices are aligned with the industry (Exhibit 4).

 

On August 13, 2021, the County Administrator approved the BARD’s emergency request to purchase temporary nursing personnel services. Currently, these services are being provided under Contract No. GEN2123515Q1, Emergency Temporary Nursing Personnel Services.

 

The bid posted on May 16, 2022 and opened on June 22, 2022; twenty-seven bids were received with no declinations (Exhibit 1).

 

The Recommendation for Award was posted on the Purchasing Division website from January 11 - 18, 2023. There was no protest or appeal filed regarding this procurement.

 

Bid validity extensions from 4 Best Business Corp. dba 4BBCorp, Appddiction Studio Limited Liability Company, TRG, Inc., and BuzzClan, LLC were secured through March 31, 2023.

 

The initial contract period shall begin upon date of award and will terminate one year from that date.
