Why Action is Necessary

Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

What Action Accomplishes

This action enables Broward County to refer Broward Addiction Recovery Division (“BARD”) clients to Care Resource for primary health care services, including medical, dental, and other services. This action also enables Care Resource to refer eligible clients to BARD for mental health and/or substance use disorder evaluation, treatment, and other support services.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal to “deliver accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this action enables Broward County to continue providing community-based substance use disorder evaluation and treatment and primary healthcare services to eligible adult residents served by BARD.

 

Care Resource is a 501(c)(3) nonprofit Federally Qualified Health Center that provides client-centered, comprehensive primary health care and support services, including comprehensive primary medical health care, comprehensive primary dental health care, an array of outpatient supportive services, and referrals to specialists, as needed.

 

BARD provides substance use disorder treatment services including detoxification, assessment, residential level II treatment, medication-assisted treatment, outpatient, and intensive outpatient services.

 

This Memorandum of Understanding (“MOU”) (“Exhibit 1”) will enable Broward County to ensure BARD clients receive timely, coordinated, integrated, quality, and cost-effective primary medical and dental services, as well as other support services to eligible BARD clients for services not available through BARD. The MOU also enables eligible Care Resource clients to receive timely, coordinated integrated, quality, and cost-effective, mental health and/or substance use disorder services and other support services from BARD.

 

The MOU is in Care Resource’s format and has been approved as to form by the Office of the County Attorney.
