Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
On January 28, 2020 (Item No. 19), the Board awarded open-end contracts to 4 Best Business Corp, d/b/a 4BBCorp (4BBCorp) and to Cochhbha Enterprises, Inc., d/b/a CEI Staffing (Cochhbha) (collectively known as “Contractors”) for Bid No. GEN2118724B1 (the “Contracts”) to provide temporary service staffing services to the Human Resources Division on an “as-needed” basis. The Contracts had an initial one-year term with two additional one-year renewal options, which were exercised. On January 27, 2023, the Director of Purchasing approved a 90-day extension period (“Limited Term Extension”) and extended the Contracts through April 27, 2023. Procurement for new temporary personnel services is in process and expected to be implemented prior to expiration of the current Limited Term Extension period.
To enable the Contractors to continue providing services during the Limited Term Extension, the Human Resources Division is requesting approval of the retroactive increases to the maximum not-to-exceed amount of the Contracts. Motion A approves a retroactive increase of the 4BB Corp. Contract by an additional amount not-to-exceed $612,000 during the Limited Term Extension (Exhibit 1). Motion B approves a retroactive increase of the Cochhbha Contract by an additional amount not-to-exceed $93,000 during the Limited Term Extension (Exhibit 2).
The contract amendments also implement the amendments to the County’s Living Wage Ordinance enacted on October 25, 2022 (Item No. 49).
