MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on April 4, 2023, at 10:00 a.m., in Room 422 of Governmental Center East to consider adoption of a proposed Resolution Amending the Broward County Administrative Code, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO LIBRARY FEES AND CHARGES; REPEALING SECTIONS 37.10 THROUGH 37.12 AND CREATING SECTIONS 37.10 AND 37.11 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE") SETTING THE APPLICABLE FEE SCHEDULE; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Summary Explanation/Background
This item supports the Commission's Value, "Healthy Community: Cultivating community culture, arts, recreation, and life-long learning." The item also supports the mission of the Broward County Libraries Division ("Division") to provide convenient access to a full range of innovative and cost-effective services that satisfy the changing needs of County residents for information, education, and recreation.
The Broward County Administrative Code identifies the fees for using library materials and services, including media equipment, meeting rooms, and a variety of other items and services made available to the public. The proposed amendment updates the list of materials available for use, the applicable fees for use, and the replacement costs for lost or damaged materials.
On October 11, 2022 (Agenda Item No. 42), the Board supported the Division's fine-free initiative to eliminate the assessment and collection of overdue fines, including waiving all such fines for Fiscal Year 2023. The proposed amendment would codify this new fine-free policy. Replacement costs would still be assessed for library materials that are unreturned or damaged.
