Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” FDLE funding allows Broward County to utilize PETI funds to oversee and administer two FDLE-funded programs for the award period of October 1, 2022, through September 30, 2023.

Under the Edward Byrne Memorial Justice Assistance Grant Countywide (“JAG-C”) Program, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance provides funding to reduce and prevent violent crime. FDLE distributes state-allocated JAG-C program funds through a designated, formula-based, non-competitive application process.

On July 20, 2022, FDLE posted a notice of the annual JAG-C program funding for its award period from October 1, 2022, through September 30, 2023, on its website. In October 2022, Broward County submitted two grant applications to FDLE requesting funds to (i) purchase handheld metal detectors and batteries to use in emergency shelters and (ii) provide oversight and administration of FDLE-funded programs for the award period of October 1, 2022, through September 30, 2023. On February 14, 2023, FDLE provided Grant Agreement C-8C104 for the purchase of handheld metal detectors and batteries to use in emergency shelters. On May 2, 2023 (Item No. 6), the Commission approved Grant Agreement C-8C104.

On April 17, 2023, FDLE notified Broward County of the award in the amount of $35,603 to provide oversight and administration of two FDLE-funded programs for the award period of October 1, 2022, through September 30, 2023 (Exhibit 1).

The Office of the County Attorney has reviewed for legal sufficiency FDLE Grant Agreement C-8C120. The Grant Agreement is in FDLE’s format, so FDLE will sign last.
