Approves a Request for Proposals solicitation to engage the services of a qualified firm to provide pre-construction and construction services, through a Managing General Contractor (MGC) agreement for the construction of a group of steel bulkheads, concrete caps, site civil, utilities, cathodic protection, and marine improvements at Port Everglades.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT / SEAPORT ENGINEERING AND CONSTRUCTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Resilient Community Goal, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection”.

 

The Office of Economic and Small Business Development (OESBD) is unable to establish a County Business Enterprise (CBE) goal on the Bulkhead Replacement Project, Group 1 owing to the associated funding source, Resilient Florida Program grant, which prohibits the use of a local preference program for projects funded with any State-appropriated funds (Exhibit 2).

 

The purpose of this solicitation is to engage the services of a qualified Managing General Contractor for the Port Everglades Seaport Engineering and Construction Division to install a series of new bulkheads at Berths 1, 2, 3, 1A, 1B, 1C, 1D and the North Bulkhead of the Entrance Channel. Construction consists of new combination type bulkheads seaward of the existing, including soil anchoring systems, reinforced concrete caps, cathodic protection, mooring bollards, and fenders, to support cruise ship and cargo operations, modifications of existing utilities on the existing paved aprons and lawns. The Port secured the services of a design consultant and has construction documents for new bulkheads for Berths 1, 2, 3, 1A, 1B, 1C, 1D and the North Bulkhead of the Entrance Channel. The selected Managing General Contractor will work with the design consultant to finalize these documents for construction purposes.

 

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with multiple criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for the ranking of firms based on required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services (Exhibit 1).

 

The RFP has been reviewed with the County Auditor’s Office and all matters were addressed.
