Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding provides services to support prevention, preparation, and response to COVID-19 among individuals and families experiencing homelessness in Broward County. Funding is provided through the DCF Emergency Solutions Grant COVID program (“ESG-CV”) under Unified Homelessness Grant Contract JP003, Amendment 0005, for the DCF grant period commencing July 1, 2022, through June 30, 2023 (Exhibit 1). This action also waives the grant funding provisions in Chapter 23, Part II, of the Broward County Administrative Code to enable timely disbursement of the DCF grant funds and provision of services.

 

Broward County previously received ESG-CV funds under DCF Grant Contract JP003 through Amendment 0001 on November 10, 2020 (Item No. 81) and through Amendment 0002 on June 15, 2021 (Item No. 22).

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that "no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee." In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion C) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached to this report as Exhibit 3 and constitute full disclosure of any existing conflicts.
