Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Commission’s value of "building strong customer relationships and delivering customer-centric solutions,” and the goal of "delivering human services that holistically address the whole person collaboratively and compassionately.” Approval of this action demonstrates County’s commitment to provide services in partnership with all community agencies to advance the wellbeing and economic stability of its residents.

 

This MOU is required under the federal Workforce Innovation and Opportunity Act (“WIOA”) for all partners of one-stop delivery systems. The one-stop delivery systems, through one-stop centers and through partner services, increase skill and credential attainment, employment, retention, and earnings of participants, especially those with significant barriers to employment, thereby improving the quality of the workforce, reducing dependency on public benefits, increasing economic opportunity, and minimizing poverty in Broward County.

 

WIOA reformed the public workforce system by strengthening partnerships and placing greater emphasis on achieving results in the integrated one-stop delivery system of career centers supported through the American Job Center network system. Under WIOA, each local area must have one comprehensive one-stop center that provides access to core work-related training and employment programs and partner programs.

 

County is a required one-stop legislative partner as the grantee entity and provider of Community Services Block Grant (“CSBG”) employment and training activities. The Broward Workforce Development Board (“BWDB”), as the local workforce development board, is the WIOA-designated coordinator for Broward County’s one-stop delivery system. CareerSource Broward (“CareerSource”) serves as the administrative entity for the BWDB and is authorized to administer the one-stop delivery system and enter into required MOUs.

 

This MOU meets the WIOA requirement to describe services provided, related referral processes, and required cost sharing. County, through its Family Success Administration Division (“FSAD”), elected to meet its access and participation obligation by providing direct linkage through technology to CSBG staff who provide intake and assessment for CSBG employment and training programs and services designed to help increase employability. County and CareerSource identified the cost of maintaining a partner page on the one-stop website as an appropriate infrastructure cost funded under the MOU. The cost of maintaining this webpage is $216 annually or $647 for the term of the MOU.

 

The State of Florida Department of Economic Opportunity also requires this MOU as one of the CSBG grant program's performance tasks.

 

As the one-stop administrator, the MOU will be in CareerSource’s format. The MOU will be reviewed for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
