What Action Accomplishes

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The disbursement of Florida Department of Children and Families (“DCF”) Fiscal Year 2023-2024 grant funds in the aggregate amount of $420,162 (Exhibit 1) to specified service providers for the provision of emergency shelter services, rapid rehousing services, rent payment assistance, and supportive services will assist individuals and families experiencing homelessness in Broward County. The effective date is July 1, 2023. The agreements with the service providers (Exhibit 1, Attachment A) will be renewed for DCF Fiscal Year 2023-2024 in accordance with the terms and conditions of the agreements.

 

Through the following resolutions, the Commission has previously provided DCF grant funds under DCF Unified Homelessness Grant Contract JP003, comprising the Emergency Solutions Grant, Challenge Grant, and Staffing Grant, for emergency shelter services, rapid rehousing services, rent payment assistance, and other supportive services for individuals and families experiencing homelessness in Broward County:

1.                     Resolution No. 2019-305, adopted on June 11, 2019 (Item No. 18), authorizing appropriation and disbursement of DCF Fiscal Year 2019-2020 grant funds, execution of the original DCF Unified Homelessness Grant Contract JP003, and execution of new agreements with specified service providers;

2.                     Resolution No. 2020-526, adopted on October 20, 2020 (Item No. 10), authorizing appropriation and disbursement of DCF Fiscal Year 2020-2021 grant funds;

3.                     Resolution No. 2021-266, adopted on May 18, 2021 (Item No. 4), authorizing appropriation and disbursement of DCF Fiscal Year 2021-2022 grant funds; and

4.                     Resolution No. 2022-317, adopted on June 14, 2022 (Item No. 6), authorizing appropriation and disbursement of DCF Fiscal Year 2022-2023 grant funds; authorizing execution of a previous amendment (Amendment 0004) to DCF Grant Contract JP003, which provided additional renewal periods to the DCF grant contract from July 1, 2022, through June 30, 2025; and authorizing execution of new agreements with specified service providers commencing on July 1, 2022.

The above resolutions have furthered the provision of (i) services included in the continuum of care plan to address the needs of individuals and families experiencing homelessness and (ii) administrative support to the Broward County Homeless Continuum of Care Board.

 

The agreements funded through the Emergency Solutions Grant program (“ESG”) under DCF Grant Contract JP003 resulted from a fair, open, and competitive Request for Proposals (“RFP”) that closed on February 11, 2022. The RFP review and rating process included staff and subject matter experts from the community. The service providers recommended for ESG funding were based on the RFP results.

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that "no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee." In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion C) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached to this report as Exhibit 3 and constitute full disclosure of any existing conflicts.
