Motion A: Approves the Turnpike Interchange and Right of Way Agreement for Pat Salerno Full Interchange to allow FDOT to continue with execution of the design and to begin construction of a fully directional interchange at Pat Salerno Drive and the Sawgrass Expressway, with ramps accommodating traffic movements both to and from the south and to and from the north (“Full Interchange”). 

 

Motion B: Approves the Locally Funded Agreement between Florida Department of Transportation (“FDOT”) and provides an additional sum of $26,000,000 to FDOT, for the construction of the Full Interchange.

Summary Explanation/Background

Motion A: The Florida Department of Transportation (“FDOT”) has adopted a work program that includes a project to widen and improve State Road 869, the Sawgrass Expressway, in Broward County, Florida, from south of Sunrise Boulevard to Atlantic Boulevard, as described in the Department’s Five-Year Adopted Work Program as Financial Project Number (FPN) 437155-1 (“Project”).

 

A partial interchange currently exists within the Project limits at Pat Salerno Drive, an arterial roadway under the jurisdiction of the City, and State Road 869, with ramps accommodating traffic movements to and from the south.

 

The County and the City have asked FDOT to consider design and construction of a fully directional interchange at Pat Salerno Drive and the Sawgrass Expressway, with ramps accommodating traffic movements both to and from the south and to and from the north (“Full Interchange”) as part of the overall Project.

 

The Turnpike Interchange and Right of Way Agreement provides that contingent upon the County providing the local share of funding and contributing certain parcels, FDOT will include the Full Interchange as part of the Project.

 

Motion B: The Department and the County are parties to that certain Locally Funded Agreement, dated December 2, 2020, pursuant to the terms of which the County agreed to contribute funding for the initial design for the Full Interchange as part of the Project in the amount of $3,000,000.

 

The Locally Funded Agreement before the Board in this item will provide an additional funding contribution in the amount of $26,000,000.

 

FDOT will utilize the County's additional funding to pay the costs of design, right-of-way acquisition, environmental mitigation to be conducted by the Department pursuant to the Project Agreement, construction, construction engineering and inspection, equipment, and other work required for completion of the Full Interchange.

 

The Agreement is a FDOT form agreement and has been approved as to form by the Office of the County Attorney. The Agreement does not include the County's standard form and provisions, as FDOT requires the County to use its form of agreement.
