Why Action is Necessary
Board approval is required to increase a capital project budget by more than 5%. The Board is the governing authority of Broward County’s transit operator, FTA grantee, and sponsor of the Broward Commuter Rail South project.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”
The Federal Transit Administration (FTA) discretionary Capital Investment Grant (CIG) program funds transit capital investments, including heavy rail, commuter rail, light rail, streetcars, and bus rapid transit. The Transportation Department (BCT) will be applying for a Small Starts grant under FTA’s CIG program for the Broward Commuter Rail South Project (BCRS) in partnership with the Florida Department of Transportation. In order to be consistent with FDOT’s five-year work program and the Broward MPO’s Transportation Improvement Program (TIP), a budget amendment of $74,250,00 is required to recognize the full local 25% match for the project.
As background, on January 12, 2021, Item 42, the Board approved a Memorandum of Understanding, with the Florida Department of Transportation (FDOT), committing to collaborate on project development and environmental (PD&E) studies, financial planning, outreach, and other actions aimed at advancing the Broward Commuter Rail project. FDOT has led the technical studies along the full 27-mile corridor, identifying potential stations and outlining different options for phasing the project.
On August 25, 2022, Item 55, the Board approved Resolution 2022-376 and the designation of Locally Preferred Alternative (LPA) to certain proposed elements of the Broward Commuter Rail-South Commuter Rail Public Transit Project (BCR-South) located on the Florida East Coast Railway Corridor and directed County Administration to pursue grant funding.
