Why Action is Necessary

A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize unanticipated revenue in the budget.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of "building partnerships and working collaboratively with others to meet shared objectives” and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately.” By acquiring these funds and partnering with the Areawide Council on Aging of Broward County, Inc. ("Council"), the Elderly and Veterans Services Division (“EVSD”) provides community-based services that allow eligible seniors to age in place in their own homes with their familial caregivers.

 

EVSD is responsible for the programmatic, fiscal, and operational management of the Home Care for the Elderly (“HCE”) program. EVSD provides case management services and authorizes the Council to issue payments for subsidies. Priority is given to eligible seniors at high levels of frailty and risk of nursing home placement.

 

This Amendment increases funding from $185,375 to $236,574, for case management to support eligible seniors and their caregivers through the subsidy services provided under the HCE program. This program encourages the continuity of care in family-type living arrangements as viable alternatives to nursing homes. The expected outcome for HCE service recipients from July 1, 2023, to June 30, 2024, is to have 90% of caregivers maintain the care for frail, functionally impaired elders in family-like settings through the provision of case management and subsidies.

 

State HCE program funds are distributed through the Council.

 

This Amendment (Exhibit 1) is in the Council’s format and was reviewed and approved as to form by the Office of the County Attorney. The Council will sign last following the Commission’s approval.
