A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These motions support the Commission’s value of "Building strong customer relationships and delivering customer-centric solutions" and the goal of "Delivering accessible human services that holistically address the whole person collaboratively and compassionately.” This Agreement funds caregiver training and support services to eligible Broward County residents who are family caregivers of eligible seniors or eligible grandparents who are family caregivers.

 

The Elderly and Veterans Services Division (“EVSD”) has served as the lead agency for aging services in Broward County since 1986. Through this Agreement, EVSD will provide caregiver training and support services to eligible Broward County residents under Title IIIE of the Older Americans Act ("OAA"). Preference will be given to those with the greatest economic and social need, particularly people whose self-reported income is in the lowest income bracket, historically marginalized populations, and those with limited English proficiency. Priority will also be given to family caregivers who provide in-home care for residents with Alzheimer’s disease or related disorders.

 

The effective date of this Agreement is retroactive because the initial Agreement draft was sent by the Areawide Council on Aging of Broward County, Inc. to staff on December 14, 2023.

 

Although no specific target outcomes are required, EVSD will document the percentage of caregivers who self-report being confident about their ability to continue to provide in-home care after service intervention.

 

Funding for this Agreement (Exhibit 1) is supported by OAA Title IIIE dollars distributed locally by the State of Florida Department of Elder Affairs through the Council and by the Council’s match dollars.

 

The Council is acting on behalf of the state of Florida. This Agreement (Exhibit 1) is in the Council’s format and was reviewed and approved as to form by the Office of the County Attorney. The Council will sign last following the Commission’s approval.
