Why Action is Necessary

A. In accordance with Broward County Procurement Code Section 21.27, Purchases from Other Government Contracts, the Director of Purchasing may purchase goods or services under any procurement contract (the “originating contract”) held by a governmental agency or nonprofit entity.

 

B. In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, Board approval is required for awards exceeding $500,000, inclusive of the value of any renewals or extensions provided for in the contract. Additionally, in accordance with Broward County Procurement Code Section 21.53(a), Duration of Contracts, a County contract shall not exceed five years in duration without the express approval of the Board.

Provides for the purchase of medical supplies to treat vulnerable Broward County residents experiencing substance use disorder.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE BROWARD ADDICTION RECOVERY CENTER RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board’s Collaborates Value, “Building partnerships and working collaboratively with others to meet shared objectives,” and Health Community Goal, “Delivering accessible human services that holistically address the whole person collaboratively and compassionately.”

 

In a memorandum dated January 8, 2024, BARC requested approval to utilize its membership with Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) to use the State Contract with Henry Schein, Inc. for the purchase of medical supplies, including a substance abuse treatment drug known as Sublocade, to provide comprehensive treatment and recovery services to vulnerable Broward County residents experiencing SUD, including opioid use disorder (OUD) (Exhibit 1). Sublocade is the first once-monthly injectable buprenorphine formulation treating moderate to severe OUD.

 

The State Contract was competitively sourced and awarded on November 15, 2023, through a Participating Addendum to multiple vendors participating in the MMCAP, a national cooperative group purchasing organization for government facilities that provides healthcare and pharmacy goods and services (Exhibits 2 and 3).

 

Medical supply purchases are contingent upon client needs, which are funded through various sources such as Broward Behavioral Health Coalition, and Florida Alcohol and Drug Abuse Association grants, as well as Broward County General Funds.
