Why Action is Necessary

In accordance with Broward County Procurement Code Section 21.19(a), Standardization, the Board is required to approve all standardizations for purchases greater than the award authority of the Director of Purchasing; and Section 21.19(c), the Director of Purchasing may purchase such standardized items, regardless of contract amount.

Approves standardization of Hewlett Packard Enterprise Development LP products and services for the County's Computer Aided Dispatch (CAD) system.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The purpose of this item is to standardize the use of Hewlett Packard Enterprise (HPE) servers, storage solutions, maintenance, services and support, including professional installation services, for Broward County’s Motorola Solutions, Inc., (Motorola) PremierOne Computer Aided Dispatch (CAD) system (PremierOne). The Motorola CAD system is utilized by emergency dispatchers, call-takers and 911 operators. Motorola has certified HPE equipment as its standard to run PremierOne. HPE equipment is distributed through HPE Authorized Partners.

 

The Office of Regional Communications and Technology (ORCAT) is requesting sole brand standardization to ensure seamless integration, compatibility, and streamlined support. Continuing use of HPE data center equipment and support services ensures compatibility between the different computing devices and software within the CAD system infrastructure. The manufacturer, HPE, guarantees and provides compatibility matrices for HPE servers, ensuring specific server hardware components will work when connecting to other HPE infrastructure devices, operating systems, and supported virtualization software. Additionally, having a single manufacturer provides a single source of support for ORCAT.

 

The County must periodically refresh equipment and storage solutions along with providing support and maintenance services to permit the County’s CAD system to optimally perform. ORCAT estimates the purchase of equipment, services, and maintenance to be approximately $825,000 over a five-year period. Annual usage will be higher within the fiscal year when ORCAT will be replacing equipment rather than only maintaining support and maintenance periods.

 

On January 9, 2024, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate Hewlett Packard Enterprise Development LP for Broward County’s Motorola CAD system as a standardize sole brand. The RFI ended on January 17, 2024, with 25 vendors views and zero responses.

 

The Purchasing Division is in the process of completing an award for HPE products and related services. Standardization will allow the Director of Purchasing to purchase and award bids in a timely manner. This standardization does not include desktop solutions.
