Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a Disadvantage Business Enterprises participation goal of 10% for this project (Exhibit 2).
The purpose of this contract is to provide bus driver protection barriers used in the Broward County Transit Division’s bus fleet.
The Transit Division reviewed the bids submitted by The Aftermarket Parts Company, LLC (Aftermarket), and concurs with the recommendation for award (Exhibit 3). Two performance evaluations have been completed for Aftermarket; the company has an overall rating of 3.08 out of a possible 5.0. Copies of the vendor performance evaluations are available upon request.
GD Services submitted a bid with a total amount of $493,520. The funding for this procurement is from the Federal Transit Administration (FTA) and their bid was deemed as non-responsive for failure to submit the required FTA documents per Section D of the Special Instructions to Vendors in the bid document. CoachCrafters submitted a bid with a total amount of $675,735. Their bid was deemed as non-responsive for failure to bid on all items as required by the solicitation documents; they only bid seven of 13 items.
Based on the price analysis, the unit prices offered by the low responsive, responsible bidder, Aftermarket, are determined to be fair and reasonable when compared to the unit prices of the Price Analysis (Exhibit 4).
The amounts referenced in this agenda has been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The bid posted on July 20, 2020 and opened on August 5, 2020; three bids were received with three declinations (Exhibit 1).
There was no protest or appeal filed regarding this procurement.
