Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT / HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Value of “Cooperatively delivering an efficient and accessible regional intermodal transportation network” and its Goal to “Support the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses.”
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 30% for this RFQ/RFP project. The OESBD determined that this project is subject to the Workforce Investment Program (Exhibit 2).
The purpose of Step One of the RFQ/RFP solicitation is to engage the services of a qualified, design-build team capable of providing all of the following: professional engineering, surveying, and construction services for the design, permitting, development, design and construction quality control, construction, testing, and management required to reconstruct Sheridan Street from a four-lane divided roadway to a six-lane divided roadway from west of SW 148th Avenue to east of Flamingo Road, with consideration for all modes of transportation (Exhibit 1).
The two-step RFQ/RFP procurement method was selected to best serve the County because the step-one RFQ solicitation process consists of multiple evaluation criteria that will allow the Evaluation Committee to evaluate the vendor’s qualifications and experience. In Step Two, an RFP will be issued to the shortlisted firms from the Step-One solicitation.
This RFQ has been reviewed with the County Auditor’s Office and all matters have been addressed.

The estimated amount for this project is $23,500,000 and is budgeted in the Transportation Surtax Fund. There is no additional fiscal impact associated with approval of this item.
