MOTION TO APPROVE deliberately-phased Agreement between Broward County and Thompson & Associates, Inc., Civil Engineering d/b/a Thompson and Associates, a Certified County Business Enterprise, for Request for Proposals (RFP) No. PNC2118897P1, for Professional Engineering Services, for North County Reclaimed Water System Expansion, for Water and Wastewater Services, in the amount of $3,441,412, which includes optional services in the amount of $60,000 and reimbursables in the amount of $341,385; and authorize the Mayor and Clerk to execute same. The Agreement will begin on the date of execution by the Board of County Commissioners. (Commission District 4)

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 25% for this agreement. Thompson & Associates, Inc., Civil Engineering d/b/a Thompson and Associates, a certified County Business Enterprise, has committed to 39% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 3).
