MOTION TO AUTHORIZE County Administrator to execute Agreement between Broward County and WSP USA, Inc., for Request for Proposals (RFP) No. TRN2120307P1, Transit Systemwide Study, Planning, and Preliminary Design subject to legal sufficiency by the Office of the County Attorney, for an initial three-year contract term, and authorize the Director of Purchasing to renew the resulting Agreement for two one-year periods, and authorize the Mayor and Clerk to execute same. The initial contract period begins on the date of award and terminates three years from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000.
What Action Accomplishes
Allows for expedited approval of the resultant Agreement in order to meet project timelines in providing deliberately phased professional consulting services for high capacity transit corridors in connection with the transit systemwide study, planning, environmental analysis, and preliminary engineering design.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 30% for this Agreement. WSP USA, Inc. has committed to 30% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 1).
