In accordance with the Broward County Procurement Code, Section 21.56, change orders that exceed the authority of the Contract Administrator or the Director of Purchasing may only be approved by the Board.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this Agreement of 25%. As of May 3, 2021, Mills Electric Services, Inc. has been paid $3,798,567 with $3,586,150 paid to CBE firms, yielding 94.4% CBE participation. (Exhibit 1)
On September 27, 2019, the Director of Purchasing approved the Agreement between Broward County and Mills Electric Services, Inc. in the amount of $5,986,460 which included a 5% or $299,323 change order allowance. (Exhibit 2)
On March 17, 2021, the Director of Purchasing approved a change order allowance increase of $100,000. (Exhibit 3)
